Why A One-Size-Fits-All Approach To Home Heating Will Fail Rural Off-Grid Families
In late July, the UK Government boosted the Boiler Upgrade Scheme (BUS) grant from £7,500 to £9,000 for homes in England & Wales switching to heat pumps. While this looks like a major step toward Net Zero on paper, it completely ignores the fact that, for a number of rural communities, a heat pump simply would not be suitable.
There are 1.9 million homes across the UK operating entirely off the natural gas grid, and for at least 422,000 of them, a heat pump is out of the question. From old, draughty stone properties which would cost a fortune to insulate, to homes where the local electricity network lacks the capacity to support full electrification, many rural households face practical barriers that cannot be overcome without significant investment or support.
These families will see the £9,000 headline grant and feel incentivised to choose a system that isn’t right for their property but, what they don’t realise is that running a heat pump in a poorly insulated home can cause long-term operational costs to skyrocket. The core problem comes down to basic mechanics:
- Standard heat pumps produce lower temperature heat at 45°C to 55°C, so need to be run longer to let the heat build up in the home. In older homes without significant investment in deep retrofits, thick insulation, underfloor heating and even larger radiators, the heat produced will not enable the home to get properly warm.
- Wood pellet boilers operate in a similar way to the fossil fuel systems they replace, with output heat at 60°C to 70°C, meaning they can provide hot water & real warmth to an older home using the exact same radiators and pipework that are already in place.
The push to transition away from fossil fuels hits closest to home for those living off the gas grid. Without access to the price caps enjoyed by urban gas users, rural families relying on heating oil or LPG see prices fluctuate daily. The ongoing war in the Middle East has shown how quickly these bills can rise, with heating oil prices doubling in a week at the start of March and jumping 14% in a single week in July. Throughout this period, the price of ENplus® certified wood pellets remained stable. This conversation extends well beyond home heating. There is growing recognition across Westminster that rural communities require policies designed around their distinct challenges and opportunities, rather than solutions developed with urban areas in mind. As attention turns to unlocking the potential of the rural economy, energy policy has an important role to play. Ensuring off-grid households have access to technologies that work for their homes is not only essential for reducing emissions, but also for supporting resilient communities, strengthening local businesses, and creating long-term economic opportunities across rural Britain. Beyond keeping homes warm, choosing biomass directly drives economic growth into the heart of rural communities. Unlike imported heat pump technologies, a single biomass boiler installation supports 10 to 15 local supply chain jobs across sustainable forestry management, transportation, pellet production and ongoing engineering maintenance. In fact, the biomass sector creates seven times more jobs than any other renewable technology. Achieving Net Zero targets should not rely on a rigid, one-size-fits-all strategy.
The Government’s ambition to decarbonise home heating is commendable, but the financial incentives must reflect the true diversity of the UK’s housing stock. As the Labour Rural Research Group has highlighted in their recent report, The Future of Rural Economy, rural Britain should not be an afterthought in national economic and energy policy. To deliver a successful and just transition, we must level the playing field by upgrading the biomass grant to match the £9,000 heat pump funding. Giving installers and homeowners the flexibility to choose the right technology for each individual property is the only way to ensure that our rural communities are not left behind.
